A part of Houston that walks and rides the bus

Gulfton is one of the most densely populated neighborhoods in Houston. The City of Houston’s profile counts about 47,000 residents, roughly three-quarters of them Hispanic, and most homes are rented — mostly in large apartment complexes. Many residents walk to work, to school and to the bus, which puts them on and beside roads like Hillcroft, Bellaire Boulevard and the Southwest Freeway frontage.

Houston’s wide, fast arterials are where pedestrians die. The city’s own Vision Zero program identifies a priority network of high-injury streets, and its longest continuous stretch is on Westheimer, from Fondren to the 610 Loop: 38 people were killed there from 2018 to 2022, 26 of them on foot. Vision Zero has also found that on Houston’s 35-mile-per-hour streets, more than half of drivers go 40 or faster.

Hit while walking, or at a bus stop

A driver has to yield to a pedestrian in a crosswalk when the pedestrian has the right of way, and every driver owes due care to people on foot, crosswalk or not. If you were hit while walking, your own auto policy — or a policy of someone in your household — may cover your medical bills and more through personal injury protection and uninsured motorist coverage, even though you were not in a car. That matters most in hit-and-runs, which are common with pedestrian crashes.

Which side of the line you were on

Most of this area is inside Houston city limits, where the Houston Police Department works the crash and any claim involving a city vehicle needs written, notarized notice within 90 days. But the lines here are close together. Bellaire is a separate city with its own police department and its own rules. Parts of Alief are unincorporated Harris County, where the sheriff or a constable responds, and Alief runs up to the Fort Bend County line — a crash across it goes to a different county’s courts. Knowing exactly where it happened decides which report exists and which deadline applies.
