Humble and Atascocita accident and injury lawyer
Humble and Atascocita sit side by side on FM 1960, but they are governed differently. Humble is its own city, with its own police, court and charter. Atascocita is unincorporated Harris County. And Kingwood and the airport next door are City of Houston.

Three governments within a few miles
Humble is an old oil town. Oil was found here in 1904, the field was the largest-producing in Texas by 1905, and Humble Oil & Refining, founded in 1911, became part of what is now Exxon. Today the City of Humble is small, under ten square miles with about 16,800 people (2020 Census), and it has its own council-manager government, police department and municipal court.
Atascocita, east of Humble along FM 1960 toward Lake Houston, is much bigger, about 88,200 people, but it is not a city. It is unincorporated Harris County. Kingwood, to the northeast, was annexed by the City of Houston at the end of 1996. And many people with a Humble mailing address actually live in unincorporated Harris County or inside the City of Houston.
So the address on your driver’s license says little about who governs the road where you were hit. That matters for the report, and much more for the deadlines.
Who writes the crash report?
- Inside Humble city limits (including Deerbrook Mall and Business FM 1960 through the middle of town), the Humble Police Department, which has its own Traffic Enforcement Unit and officers assigned to Deerbrook Mall.
- In Atascocita and other unincorporated areas, the Harris County Sheriff’s Office, which runs its Humble Substation on Will Clayton Parkway, or the Harris County Precinct 4 Constable’s Office, which serves Atascocita, Humble and the rest of north Harris County and has an Accident Investigation Section.
- In Kingwood, the Houston Police Department’s Kingwood Patrol Division.
We find the right report and request it. You can read how that works in how to get a Texas crash report. A traffic ticket written in Humble goes to the Humble Municipal Court on Bender Avenue. That ticket is a separate matter and does not decide who pays for your injuries.
What is the deadline for a claim against the City of Humble?
If a Humble police car, a city truck or another city employee on duty caused the crash, the claim is against the city, and Humble’s charter sets its own rules. Article I, Section 5 of the City Charter requires written notice to the city manager within six months, stating when, where and how the injury happened, how bad it is and who saw it. The charter also bars a lawsuit until 60 days after that notice is filed. The Texas Tort Claims Act backs these city rules (Civ. Prac. & Rem. Code § 101.101) and caps what a city pays at $250,000 per person (§ 101.023).
A claim against Harris County, for a crash with a sheriff’s or constable’s vehicle in Atascocita, runs on the state’s six-month notice, and the county’s cap is $100,000 per person.
Kingwood, the airport and Lake Houston are Houston
The City of Houston wraps around this area, and its rule is the strictest: written notice, signed before a notary, within 90 days. It applies in Kingwood. It applies at Bush Intercontinental, which Houston owns and runs through Houston Airports, the city’s aviation department. And it can apply around Lake Houston, the reservoir that supplies Houston’s water and whose area the city annexed in 1956.
A crash with an airport shuttle, a city vehicle or a city crew on one of those roads can carry a 90-day clock instead of six months. We check whose vehicle and whose road it was in the first days, and we send every notice for you.
US-59, FM 1960 and the airport roads
The Eastex Freeway (I-69/US-59) is the main road through Humble, connecting Houston with Kingwood and points north. FM 1960 crosses it in Humble and runs east through Atascocita, past Atascocita Road and West Lake Houston Parkway. TxDOT spent the last several years widening that stretch from four lanes of asphalt to six divided lanes of concrete, with new signals at Atascocita Road, West Lake Houston Parkway and Farmingham Road. Construction zones, shifted lanes and new signals all change how drivers behave.
Will Clayton Parkway runs west from I-69 toward Bush Intercontinental, which handled about 48 million passengers in 2025. Airport traffic means rental cars driven by visitors, shuttles, rideshare drivers and delivery trucks, mixed with Humble ISD buses and parents. If you were hit by a rideshare driver, the insurance depends on whether the app was on; see Uber and Lyft accidents in Texas.
A crash with a commercial truck on US-59 is a different kind of case: federal safety rules, more than one responsible company, and evidence that is kept only for a short time. More on that in why truck evidence disappears.
Where people get care
Memorial Hermann Northeast, a 257-bed hospital with a 24-hour emergency room, is on North Memorial Drive in Humble. Harris Health’s E. A. “Squatty” Lyons Health Center is also in Humble. Keep every record and receipt; they become the backbone of the claim. If paying for treatment is the problem, read can’t afford medical bills after a crash.
