Horizon City accident and injury lawyer
Horizon City has grown by about half since 2010, faster than its roads. Its main streets are being rebuilt around the people who drive them every day, and a claim against the town has its own sworn, 180-day notice rule.

A town with its own police — and its own edges
The Town of Horizon City was incorporated in 1988 and has its own police department. Crashes inside the town are worked by the Horizon City Police Department and its traffic investigators: the two-car crash near 14840 Horizon Boulevard in August 2023 that killed two people, the hit-and-run that killed a bicyclist on Horizon Boulevard near Darrington Road a month later, and the rollover on Eastlake Boulevard that ended in a DWI arrest.
But a Horizon address does not always mean the town. Some of the area around it is unincorporated El Paso County, and there the El Paso County Sheriff’s Office takes the crash. When a driver ran a red light at Horizon Boulevard and Bowdoin Street in 2019, killing a 16-year-old Eastlake High School student and another driver, it was the sheriff’s office that investigated. Which side of the line the crash was on decides who has the report and which government’s rules apply.
Claims against the town: 180 days, sworn
Horizon City has written its own rule for claims against the town into its code. If a town vehicle, a town employee or something the town maintains played a part in your injury:
- Written notice must go to the mayor or the city clerk within 180 days of the injury. That is counted in days, not months, so it can run out a few days before “six months” would.
- The notice has to say when and where it happened, the nature and extent of the injury, how it happened in detail, the amount you would accept to settle, your address, and the names and addresses of witnesses and the doctors who treated you.
- It must be sworn, and it counts only when the city clerk actually receives it at Town Hall on Darrington Road.
- Before any lawsuit, the claim has to be presented to the town council and refused.
State law sets a six-month default and lets cities set their own rules by charter or ordinance, which is why the City of El Paso’s 90-day rule is the wrong answer here, and so is Socorro’s. We prepare, swear and deliver the Horizon City notice for you.
Growth that outran the roads
Horizon City had 16,735 residents in 2010 and 22,489 in 2020, a jump of about a third, and the Census Bureau estimated about 25,100 by 2025. The average commute is close to half an hour, and these roads carry it:
- Horizon Boulevard (FM 1281), the old farm-to-market road through the center of town to Socorro. TxDOT’s district engineer said in 2018 that it was not equipped for the growth coming, and residents described backups where Horizon meets I-10.
- Eastlake Boulevard, which the regional mobility authority calls a main connection from Horizon City to I-10 and has been widening from four lanes to six.
- Darrington Road, where Town Hall sits, which meets Eastlake Boulevard and crosses Horizon Boulevard.
Rush hour on these roads means fast traffic, sudden stops at signals and long left-turn waits — the setting for rear-end chains and red-light crashes.
Living in a work zone
TxDOT is widening Horizon Boulevard from four lanes to six between Torrey Pines and Desert Mesa Drive and rebuilding Darrington Road between Nunda Drive and Eastlake Boulevard, with new storm sewers, water lines, medians, lighting and a shared-use path. Horizon City received a $17.5 million federal grant for the work. The project has been delayed, and as of September 2025 TxDOT was targeting completion in fall 2027.
Work zones are dangerous for the people working in them and for everyone driving through. In May 2023, during signal work at Horizon and Darrington, an off-duty deputy directing traffic for the contractor was struck by an SUV and badly hurt, and the driver died. A crash in a work zone raises questions an ordinary crash does not: whether the lane shifts, signs, barrels and flaggers were set up the way the traffic-control plan required, and who was responsible for them. Those records belong to TxDOT and its contractors, and we ask for them early. A claim against a state agency carries the six-month notice rule.
School traffic
Horizon City is split between two school districts, Clint ISD and Socorro ISD, with Horizon High School and Eastlake High School among the schools that draw traffic every morning and afternoon. School zones, buses, teenage drivers and children on foot or on bikes share the same roads as commuters and work-zone detours. If your child was hurt near a school, the claim is against the driver, and sometimes others too, and the whole case can be handled in Spanish.
Buses and chases
Sun Metro, the City of El Paso’s system, does not run the bus here. Horizon City is one of the local governments behind the El Paso Transportation Authority (ETA), whose Route 30 runs between Horizon City and the Mission Valley Transit Center. Horizon Boulevard also sees police chases: video from July 2026 appears to show DPS vehicles pursuing an SUV along it before a crash in Socorro. Our police chase page explains those cases.
Talk with Jimmy in Spanish
About 91% of Horizon City residents are Hispanic, and nearly three in four speak a language other than English at home. Jimmy Suerken grew up in El Paso, is Mexican-American and speaks Spanish, and you can talk with him directly by phone, text, email or video call, or in person when needed. Your right to compensation in Texas does not depend on immigration status, and we never ask about it to help you.
